Bids were opened today by the Arkansas State Highway and Transportation Department (AHTD) on the first project under the new Connecting Arkansas Program (CAP), according to AHTD Director Scott Bennett. Kolb Grading, of Weldon Spring, Missouri, is the apparent low bidder at $52,725.640.98 to construct that first job which is for the next phase of the Bella Vista Bypass.
